Metro’s new board members set the bar…

….and other assorted links

Board games: Greater Greater Washington notes that the Feds have filled two of their four slots on the WMATA board, naming Mort Downey and Marcel Acosta to the positions.

Downey is a former executive for the US DOT under the Clinton Administration and is currently a transportation consultant.  Acosta is the Executive Director of the NCPC, and formerly worked for the Chicago Transit Authority.  Personally speaking, Downey is a regular commuter and rider on Metro, and Acosta lives car-free in DC.

DCist has some good quotables.

Downey, a consultant who previously served in the Clinton administration and as executive director of the New York Metropolitan Transportation Authority — and a Vienna native who has ridden Metro for 20 years — has fairly modest aspirations as he takes his seat on the board on Thursday: “The federal government would like its employees to arrive at work on time, fundamentally alive.”

Can’t argue with focusing on your core mission.

Never mind the bollards: Second Ave. Sagas up in New York takes a look at some really horrendous security ‘bollards’ (using that term loosely) surrounding the new Atlantic Ave. LIRR Terminal in Brooklyn. Read up on the new terminal here (City Room, MTA press release).

When the new terminal building at Atlantic Ave. in Brooklyn, critics and columnists praised the light and airy nature of the building. Featuring a seemless integration of art and architecture, the new terminal building is representative of the MTA’s current approach toward offering its customers a convenient and mostly state-of-the-art facilities when it opens new structures. Outside, though, the security bollards tell a different story, one of overreaction and blocked sidewalks to a public structure that needs to be able to handle heavy pedestrian flow.

When the new building first opened, attention was focused on the inside, but the security bollards, shown above, drew some warranted criticisms. Gersh Kuntzman in The Brooklyn Paper was particular critical of their appearance and size. He noted the bunker-like mentality of the security measures and called the giant bollards “14 mammoth concrete coffins that give the beautiful new facility the look of an outpost in the Green Zone.”

Yikes.  SAS continues:

The specter of terrorism and counterterrorist measures make for uncomfortable subjects. New York City’s subways are notoriously porous, and New Yorkers try not to dwell on the ways our city has become a target for America’s enemies. Still, these bollards do nothing to make a new train terminal accessible or user-friendly. They exacerbate fears about our safety while blocking the city’s sidewalks and its transit access points. There are tasteful ways to guard against terrorism, and then there are these granite blocks, seemingly dropped from a quarry onto Flatbush Ave. with no regard for purpose or appearance.

Here in DC, we have to deal with all of the same terrorism concerns.  Clearly, some bollards are better than others in terms of their design and day to day function.  We have some well-designed examples here in DC (the paths/retaining walls around the Washington Monument come to mind), some bad ones (the doors at the Capitol Visitors Center that are too heavy to open), and plenty of ‘temporary’ barriers scattered across town.

Fifty Nifty United States: Matt Yglesias links to a James Fallows bit on an idea from Fakeisthenewreal.com to re-draw state lines every so often as a means of ensuring a relatively equal population distribution amongst all 50 states.

Two thoughts – if this seems odd, perhaps it shouldn’t.  Each state will be going through this process in the next few years after the collection of the 2010 Census data.  Even in DC, we’ll re-evaluate the ward boundaries to ensure that each one has a roughly similar number of people within it.

Also, the proposal reminds me of the 70s era proposal for the 38 states of America.

Political realities would likely stop anything like this from ever happening, but it certainly is an interesting thought experiment.  Furthermore, when looking at the political implications, it’s worthwhile to note how the arbitrary political boundaries have real political consequences in Congress.

Streetcars, eh? Planning Pool has a nice audio slideshow (complete with narration in a lovely Canadian accent) of Vancouver’s demonstration streetcar line.  The line is using borrowed cars from Brussels, and will be evaluated during the upcoming Olympics for future, permanent installation.

Links – bad day for the Midwest

The US has narrowed their list of potential host cities for the US Soccer Federation’s bid to host either the 2018 or 2022 World Cup – and shockingly, that list does not include the Windy City.

The final cities are Atlanta, Baltimore, Boston, Dallas, Denver, East Rutherford, N.J., Houston, Indianapolis, Kansas City, Mo., Los Angeles, Miami, Nashville, Philadelphia, Phoenix, San Diego, Seattle, Tampa, Fla., and Washington.

“With Chicago, I think there was some Olympic fatigue,” Gulati said, referring to that city’s unsuccessful bid to host the Summer Games in 2016. “And in this group, Soldier Field was one of the smallest stadiums.”

Good news for DC – both FedEx Field and M&T Bank Stadium in Baltimore made this cut, which almost assures the region of hosting some World Cup games should the US win the right to host. This list of 18 cities will be trimmed to a final list of 12 stadiums.

However, the exclusion of Chicago is baffling.  Chicago regularly hosts US World Cup qualifiers, Gold Cup matches, is home to an MLS team, and hosted many matches the last time the US hosted this event in 1994. Renovated Soldier Field is indeed small in terms of capacity, but this is Chicago we’re talking about here.

Only slightly less confusing is the exclusion of any stadia from the San Francisco Bay Area, but at least this can be explained by the poor quality of the extant stadiums in both SF and Oakland.  However, the San Francisco 49ers stand to get a new football stadium in the near future, certainly before 2022 rolls around.  Likewise, given Dan Snyder’s constantly rumored talks about wanting to build a new stadium for his micromanaged Redskins, DC could be looking at a new stadium, too.

Point being, 12 years is a long time from now.   Leaving off two of the US’s greatest cities from a bid that’s meant to showcase not just America’s stadiums and hosting abilities but the host cities as well is just inexplicable.

(advice to the USSF folks – it’s 106 miles to Chicago.  Hit it.)

Detroit is another city that hosted World Cup matches in 1994, but was left of this bid’s list.  That obviously isn’t the focus of Detroit’s current issues.  Mammoth directs our attention to a piece by Bruce Katz on re-industrializing Detroit.  Katz looks to international precedents (Turin, Bilbao), addresses the need to Detroit to shrink and shift – even with re-development and re-industrialization, and the huge impact this might have on the shape of the city.

Obligatory DC connection:

Detroit has to change physically because it simply cannot sustain its current form. It was built for two million people, not the 900,000 that live there today. Manhattan, San Francisco, and Boston could all fit within Detroit’s 139-square-mile boundary, and there would still be 20 square miles to spare. Even more than its European counterparts, which had much less severe population losses, Detroit will have to become a different kind of city, one that challenges our idea of what a city is supposed to look like, and what happens within its boundaries. The new Detroit might be a patchwork of newly dense neighborhoods, large and small urban gardens, art installations, and old factories transformed into adventure parks. The new Detroit could have a park, much like Washington’s Rock Creek Park, centered around a creek on its western edge, and a system of canals from the eastern corner of the city to Belle Isle in the south. The city has already started on the restoration of the Detroit River waterfront, largely bankrolled by private philanthropy. The city has created a new “land bank,” which can take control of vacant and derelict properties and start the process of clearing land, remediating environmental contamination, and figuring out what to do next with the parcel, whether that’s making it into a small park, deeding it to a neighbor to create a well-tended yard, or assembling large tracts of land for redevelopment or permanent green space.

Similarly, the scale comparisons remind me of a video recently shared with me about mountaintop removal mining in Appalachia.  The video comes from Yale University’s Environment360. the 20 minute video is extraordinarily well shot and edited, and well worth a watch.  Given DC’s proximity to Appalachia and our (relative) reliance on coal power in this region, it’s definitely of interest to those of us in the Mid Atlantic region.

At a bare minimum, the images in the video alone are worth a watch.

When I think of tools for urban living, GMC trucks aren’t the first thing that come to my mind.  I guess using that kind of comparison is like saying a jackhammer is a tool for hanging picture frames around the house.

Portland hasn’t seen big shifts in travel modes recently, as Jarrett Walker notes.  However, Jarrett and a few of his trusty commenters seem to have a bead on to the potential cause – relatively cheap parking.

In other recent work we’ve been doing, we’ve repeatedly seen that parking price is the most powerful locally-controlled lever for shifting people out of single-occupant cars, in the absence of more direct congestion charges.  Increases in parking costs drive big shifts to transit or other options.

In my experience working on various transportation demand management programs, this is absolutely true.  Since TDM programs do not usually have the scope to implement congestion pricing, parking pricing is the single biggest contributor to mode shifts.

Stuff that’s been piling up in my open tabs…

Jarrett Walker takes a look at Seattle, and how the city’s geography of natural chokepoints and barriers aid the city’s transit usage, despite lacking an extensive rail transit system (though it’s getting bigger as we speak).

Transit planning is frustrating in such a place, but road planning is even more so.  Ultimately, Seattle’s chokepoints have the effect of reducing much of the complex problem of mode share to a critical decision about a strategic spot.  If you give transit an advantage through a chokepoint, you’ve given it a big advantage over a large area.

A follow-up post on the subject delves deeper into chokepoints.

For DC, there are a whole lot of factors that shape the balance (or lack thereof) of development between the western portion of the metro area and the eastern half – but these kinds of choke points are certainly part of the success in shaping that development around transit for Metro’s Potomac River crossings.

Free parking FAIL. This is out of date now, but the Mayor of Providence’s plan to offer free on-street parking as means of encouraging downtown shopping  backfired, big time.

Since there’s free parking all day at metered spaces, employees from the nearby courthouse and some from other government offices are taking parking spots early and are staying all day.

It’s leaving holiday shoppers out of the stores.

Not a good idea to try and offer the same things malls offer when you don’t have the means to do so.  Better to use price to encourage turnover and maximize usage, while marketing the advantages that urban shopping districts do have over malls.

Seventy Percent. Previously, I’ve looked at some details of transit plans elsewhere, and Denver’s FasTracks system, centering on a revamped Union Station is as interesting of a case study as any.  They’ve now released the 70% design documents for Union Station (large PDF – 15.3 mb).

Huh? Oh, that.   Northrup-Grumman is moving to town.   Ruth Samuelson handicaps the race for capturing the actual HQ building, and she’s not betting on DC:

So I guess being right in the thick of Washington D.C. could make a difference. But, realistically, people are betting against the city (this is again from the Sun story):

Washington, which has 1,000 Northrop jobs now, strikes him as out of the running. The potential threat of a terrorist attack is omnipresent in defense contractors’ minds, so he doubts one would choose to locate its leaders there. Maryland and Virginia benefit from being near the nation’s capital but at a potentially safer distance, though “there’s a clear pattern among the recent arrival of defense companies in Washington: They tend to favor Northern Virginia,” [Loren B. Thompson, a military analyst at the Lexington Institute] said.

Now, if we’re all blown into oblivion by a rogue nuclear weapon, is there really that much of a difference between having your HQ in Rosslyn or Crystal City, as opposed to NoMA or the Capitol Riverfront?

The Census is coming. And Maurice Henderson wants you to fill it out.  Do it.  Doooo it.

US v. Canada. While this particular hockey fan is basking in the glory of a thrilling, 6-5 overtime victory for the US over Canada in the World Junior ice hockey championships (with the game winner scored by John Carlson, a prospect for the Washington Caps), TNR’s Avenue blog looks at the economic and metropolitan implications of re-shaping the NHL into more of a rivalry between countries and between cities.  Taking the same passion you see from national team competitions and channeling it into club competitions – perhaps taking a page from soccer’s rivalries and sense of place?

Some assorted Census/demographic items from recent days:

DC’s population is closing in on 600,000 residents.  One of Ryan Avent’s commenters (rg) notes the historical issues with the accuracy of the Census Bureau’s annual population estimates for cities and urban areas:

Building on what Eric wrote: throughout the late 1990s, the Census Bureau estimated that the District was hemorrhaging population, right up to the 1999 estimate. Lo and behold, when they actually conducted the Census in 2000, it turned out that the 1999 estimate was off by tens of thousands of people: in 1999 the Census Bureau estimated the District’s population was 519,000; the 2000 Census counted 572,000 people in the District!!! They were WAY OFF in 1999. I write this not to trash the Census Bureau but to note that their estimates can be quite suspect. In the case of urban areas, it seems that their methodology, at least in 1990s, was biased against urban areas. So, do not be surprised if the actual 2010 Census count is much higher than this 2009 estimate.

This is indeed true.  The 1990 Census put DC’s population at 606,900.  That same year, the population estimate for the city pegged the population at 603,814 (the decennial census is a snapshot of the nation on Census Day, April 1 of each 10th year – the population estimates are supposed to be a snapshot of July 1 of each year…), and things went downhill from there, at least in terms of the estimates:

This decade hasn’t seen the same massive declines from year to year, yet it remains to be seen if the positive signs from the population estimates will translate into the same kind of bump seen from the 1999 estimate to the 2000 Census.  Compare the previous decade to this one:

Either way, the 2010 Census effort will be vital for the city.

D.C. Council member Jack Evans (D-Ward 2), whose district stretches from Georgetown to Shaw, gave credit to former mayor Anthony A. Williams (D) for the city’s apparent population rebound. Williams, who was in office from 1999 to 2007, set a goal in 2003 of adding 100,000 residents in a decade. Williams invested heavily in development, improving city services and reducing crime.

“The whole image of the District of Columbia began to change from a dangerous, dirty, unsafe place to a very different city,” Evans said.

Council member Jim Graham (D-Ward 1) dates the changes to 2005, with the construction of thousands of downtown apartments. The ensuing influx, Graham said, changed the character of his ward, including neighborhoods near the Columbia Heights Metro station, 14th and U streets, and the eastern end of the U Street corridor.

“We’ve always felt that we were having this population growth, but it just wasn’t being reflected in the data,” Graham said.

Indeed – and the best way to get the data to reflect the on-the-ground reality is to have a strong showing for the 2010 Census.

Domestic Migrants: Ryan Avent and Matt Yglesias look at the primary cause in the uptick in DC’s population – domestic migration.  People are moving here, as a net positive, for the first time in a long time.

Data Types: Jarrett Walker notes some changes in the way detailed economic and transportation data will be collected and organized.

Overall, the neighborhood-level American Community Survey is going to be a great thing.  It will present in rolling averages of the last five years, so it will show a bit if a lag, but it’s an important step.  You can’t fix what you can’t quantify.

That last sentence brings to mind one of the City Paper’s quotes of the year, from former City Administrator Dan Tangherlini:

Optimism without data is really just an emotion.

You don’t bring a gun to a snowball fight.

According to an eyewitness, a D.C. Police detective (pictured above w/ gun) went nuts after kids pelted his Hummer with snowballs at 14th and U Streets NW this afternoon. The veteran detective got out of his car and eventually grabbed for his gun, displaying it to the crowd. He did not immediately identify himself as a police officer. He calmed down once his fellow uniformed cop arrived. Apparently, someone called 911 to report a man with gun.

So, yeah – that kinda harshes the mellow a bit.

But, in more fun news, Tommy Wells has the right idea – as Mike DeBonis Sven Frostington shows:

A common theme amongst the streetcar commentariat – Hey!  That thing looks like the Circulator!

No doubt.  Obviously, this spurred JD Hammond’s post.  One commenter on one of those sites (I can’t keep track) noted that the stripped down base paint job for the livery, missing the graphics and text, looks awfully similar to a Jesus fish.

Commute flows matter

Matt Johnson (at GGW and Track Twenty-Nine) has a fascinating graphic looking at Metro’s commute flows, also determing which segments of the system are the busiest during the AM rush hour.

Very interesting to look at.  Well done.  Also, an excellent case for more investment in the core.  Discussions in GGW’s comments thread hints at the impacts of the Silver Line on current Orange Line crowds – and the inescapable conclusion is that more core capacity will be needed – sooner rather than later.

Car Sharing

Yonah Freemark and Ryan Avent have some discussion on the urban benefits of car sharing services.

Yonah:

The end result, at least theoretically: fewer cars on the road, more efficient use of each automobile, and fewer parking spaces needed. It has proven a cheaper alternative to taxis and car rentals and has been quickly adopted.

The problem, of course, is that many of the people using car sharing programs once weren’t using any cars at all, meaning that the easy access to vehicle actually means an increase in overall car use. Zipcar’s campaign earlier this year to convince New York City pedestrians that they could be getting around more quickly in an automobile suggests that the service’s best market is among people who are currently walking, biking, or taking transit to get to work. Should cities be encouraging car-share programs if the end result is to convince people who don’t use automobiles today to use them in the future?

Ryan:

In cities where a carless lifestyle is somewhat more marginal (like Washington) the existence of a zipcar service is a huge comfort to those thinking about giving up their automobiles.

And I don’t think there is anything wrong with acknowledging the fact that for some things, the availability of an automobile is hugely advantageous. Carrying around big or bulky loads on foot is hard and unpleasant. The ability to use a car for, say, a trip to the hardware store or to the market in preparation for a big dinner party significantly increases the convenience of city life.

There’s nothing wrong with cars, per se.  My personal ZipCar use in DC is quite limited for personal trips.  I don’t really use it much as a replacement for walking and transit errand trips – my uses are for trips that require a car, regardless.  Another case where ZipCar is quite useful has been for business trips.  Previously, working in downtown DC but with frequent client meetings in non-transit accessible areas of Northern VA, ZipCar enabled me to take transit into the office, grab a car within a very short walk of the office, use the car for a meeting, and return to the office without worrying about parking.

One instance actually involved using ZipCar for a longer, overnight business trip up to suburban New York.  Given the ability to pick the car up right at the office and drop it off the same, as well as the inclusion of gas, the rates for the trip were similar to renting a car from a ‘regular’ outlet.

To me, there’s no doubt that car sharing presents a net positive.  I predicate that notion on the idea that car trips are not inherently bad.

Hill East, baby.

DCmud offers thoughts on living in Hill East, my ‘hood.  It’s a thorough description of the area, including the neighboring retail options in Eastern Market.  Unfortunately, the comments on the piece devolve into some back and forth, denigrating condo-living gentrifiers and other newcomers to the area.  It’s unfortunate that residents don’t see any role for different housing options in their neighborhood, as these new options would certainly make the area stronger.  It’s also not the first time these sentiments have arisen in the area.

Transit and Land Use

There have also been some good posts on the Corridor Cities Transitway – The transport politic offers an explanation of the possible alternatives, as does BeyondDC.   The ‘better’ routes (at least in terms of serving potential users) are undoubtedly more snake-like, due to the locations of the various transit nodes.

Jarrett Walker notes how the land use in the area puts transit in a poor position – either option isn’t exactly how you’d like to draw it up if given a blank slate.

As a result, Maryland now has to choose between a direct yellow line that misses key destinations and a blue line that serves them but is maddeningly circuitous, especially compared to the freeway that this line would compete with.

There is no clearer example of this basic principle:  Public transit’s usefulness is determined by land use planning more than by transit planning. Once you’ve arranged your major land use nodes to form a squiggle, you’ve pretty much prohibited efficient public transit.

Indeed.  Once the basic patterns are put in place, there’s only so much that fixed guideway transit can do.  There’s not a universal solution for simply adding rail lines to make everything better.

Ruthless efficiency:

The Solar Decathlon is over, and zee Germans have won.  DCist has photos here, and DC Metrocentric has a few observations:

This year, it was evident that most of the houses were designed with mainstream marketability in mind. Most of the houses were designed around a contemporary aesthetic and open plan arrangement, while others like the University of Illinois Urbana-Champaign and University of Louisiana Lafayette referred to localized American Vernacular styles. The forms of the houses were primarily long thin rectangles, some had courts, while others had breezeways, but in total they were designed according to market standards for handicap accessibility and for mass production. This plan of public accessibility and marketability was definitely working. The grounds were extremely crowded and the lines to enter the winning houses wound down the main walk. Inside, the houses were obviously over maximum occupancy, and the crowds were really excited by what they saw. I overheard endless questions about fixtures and furniture from the most unlikely guests.

Also, one thing I hadn’t noticed – following on discussions of green infrastructure and urban hydrology:

What was the most striking in the engineering field was not what the teams did, but what they weren’t allowed to do, which was re-use gray water (waste water from non-sanitary means) or rainwater within the dwelling. Many of the houses had been designed with systems to reuse water, but the DC plumbing code forbids the use of gray or rain water for any domestic purpose except landscaping. Apparently, in many jurisdictions across the country using any water besides well water or municipal water for domestic uses is prohibited. The students at many of the houses made it a point to tell the crowds about their water reduction features and the specific reason why they couldn’t use it and encouraged people to contact their representatives to change this ordinance.

Water reduction is certainly an admirable goal, but it’s also one of those features that’s going to matter much more in some geographies than others.  All the more reason for codes (enacted at the local level) to take their local context into consideration.

The other thing Lepler notes above is the popularity of the Decathlon.  I stopped by several times, each visit clogged by people waiting in long lines to stand in small, crowded houses.  This level of engagement seemed both genuine and tangible – people could envision themselves living in these places, in spaces of this size, etc.

This paper suggests a cause of low density in urban development or urban sprawl that has not been given much attention in the literature. There have been a number of arguments put forward for market failures that may account for urban sprawl, including incomplete pricing of infrstructure, environmental externalities, and unpriced congestion. The problem analyzed here is that urban growth creates benefits for an entire urban area, but the costs of growth are borne by individual neighborhoods. An externality problem arises because existing residents perceive the costs associated with the new residents locating in their neighborhoods, but not the full benefits of new entrants which accrue to the city as a whole. The result is that existing residents have an incentive to block new residents to their neighborhoods, resulting in cities that are less dense than is optimal, or too sprawling. The paper models several different types of urban growth, and examines the optimal and local choice outcomes under each type. In the first model, population growth is endogenous and the physical limits of the city are fixed. The second model examines the case in which population growth in the region is given, but the city boundary is allowed to vary. We show that in both cases the city will tend to be larger and less dense than is optimal. In each, we examine the sensitivity of the model to the number of neighborhoods and to the size of infrastructure and transportation costs. Finally, we examine optimal subsidies and see how they compare to current policies such as impact fees on new development.

Along those same lines…

Mammoth links to an article in the Wall Street Journal by Thomas Sugrue. Sugrue notes the problems of the ownership society and defining the American Dream in terms of homeownership – noting that renting is a far more prudent decision in many cases.

Yet the story of how the dream became a reality is not one of independence, self-sufficiency, and entrepreneurial pluck. It’s not the story of the inexorable march of the free market. It’s a different kind of American story, of government, financial regulation, and taxation.

We are a nation of homeowners and home-speculators because of Uncle Sam.

I’ve had the pleasure of listening to Sugure speak on many items (including the state of Detroit), and this article doesn’t disappoint.  Mammoth notes the cultural aspects of sprawl, complimenting the economic analysis:

I tend to focus on technological (automobile), infrastructural (the interstate system, the regulatory dictatorship of the fire engine and its turning radii) and political (tax policies that favor home ownership, strict single-use zoning) reasons for the development of the form and ubiquity of the American suburb, but it is also very interesting to consider the suburb as the outgrowth of a cultural ideal, of a particular understanding of the relationship between person and home, or to consider the financial crisis as the (il)logical conclusion of that ideal, cultivated to absurd proportion and applied without regard to circumstance. That ideal is so deeply embedded in our culture that it is nearly invisible, seeming not a cultural construction but an essential and timeless rule, as deeply-embedded ideals often do.

As we re-examine the cultural underpinnings of the American Dream, we ought to re-examine the policies that biased that dream into suburban form and ask how we can give walkable, transit-oriented places a fair shake.

On airport transit service:

GGW had a point/counterpoint on how best to serve Dulles International Airport.  Spencer Lepler argued for using commuter rail along the Washington and Old Dominion right of way, while Matt Johnson argued in favor of the current plan, noting the greatly improved benefits, including access to Tysons Corner and other development along the toll road.   Johnson also noted the technical hurdles to reusing the old railroad right of way.

The entire idea of offering faster service between the airport and downtown DC motivates these discussions, and this isn’t limited only to DC.  Yonah Freemark notes the perils of Chicago’s Block 37 and the express airport service that doesn’t really exist.

In the end, express service to and from Dulles shouldn’t be a top priority.  The existing infrastructure certainly doesn’t make it easy to do so.

So what about the W&OD?  Matt’s post on the challenges to re-use the right of way also raise some potential uses – perhaps using the corridor, in addition to the Silver Line, as a light rail/interurban corridor might be a good use.  This allows at-grade operations in congested areas, as well as simplifying the terminal connection in Alexandria, either as a loop into Crystal City or as a connection to the new Potomac Ave infill Metro station.

With or without the Silver Line, however, I’ll still be looking first and foremost at DCA for flights.

First, convince the Bankers…

The Salt Lake City Tribune has a great article noting the biggest hurdle to transit-oriented development – the banks.

Transit-oriented development isn’t stymied by outdated zoning, unwilling developers or a lack of space. It turns out, banks, wedded to old-fashioned lending standards that stress parking, may pose the biggest blockade by denying financing.

The reason: Lenders operate from a tried-and-true principle that maintains more parking means less risk and a higher return on their investment. But ditching cars is the whole point of urban developers looking to create 24-hour live, work and play environments that hug light-rail hubs.

Take the capital’s gateway district, which soon could be further revived by a North Temple TRAX train, a new viaduct and millions in streetscape upgrades. City leaders envision a walkable, vibrant mix of housing, retail, restaurants and offices that one day will bridge the FrontRunner hub and a new North Temple transit station along downtown’s western rim.

But commercial investors, including one with a $100 million blueprint, complain banks cannot grasp the concept and instead slam their doors.

The first paragraph might be a little over the top, as outdated zoning, unwilling developers, and a lack of space are still huge hurdles, though I might change their language a bit.

Last week, there was plenty of discussion (BDC, RPUS, GGW) of the Post‘s article on DC USA’s woefully underutilized parking garage.  Valerie Santos, Deputy Mayor for Planning and Economic Development, noted the parking was necessary to convince any number of parties to build the thing – tenants, landlords, financiers:

The District has lost nearly $2 million — or $100,000 a month — since the garage opened in March 2008, numbers that make Valerie Santos groan when she considers the city’s decision to build the structure.

“I don’t want to say it’s a quote, unquote, mistake. At the time the District did what it had to do to attract a retailer it sorely wanted,” said Santos, deputy mayor for planning and economic development. “Am I happy about the operating deficit? Of course not.”

Obviously, there are lots of moving parts in any urban development equation, but overall education of all parties involved is a crucial element.

When speaking of performance parking, Dr. Shoup likes to advocate for removing parking restrictions from zoning ordinances and letting the market decide.  The challenge, however, is that this particular market is not acting with perfect information.  Rectifying that information gap is a huge challenge.  DC USA might have some use as an example of what not to do in the future, but that’s an awfully expensive lesson to learn.
